AI and the zoning plan: reading plan rules, keeping them consistent and answering residents
Short answer
Until the end of 2031 every Dutch municipality must convert the temporary part of its environment plan, the old zoning plans and by-laws, into one plan. That is legal text work on a large scale. AI can compare old rules, find overlap and contradictions, draft rules in the fixed structure and answer residents’ questions from the rules in force. Adoption stays with the council, and every statement by AI refers to the rule it comes from.
The task until 2032
Since the Dutch Environment and Planning Act every municipality has an environment plan by operation of law, with a temporary part: all old zoning plans, amendment plans and the national rules handed down. That temporary part must be converted into one coherent plan by 1 January 2032. For a municipality with dozens of zoning plans from different decades that means comparing, harmonising and rebuilding hundreds of pages of rules in the fixed structure for the national digital system.
Meanwhile the daily work continues: testing initiatives, assessing deviations from the plan and explaining to residents what they may do on their plot. Other countries face the same with local development plans and zoning ordinances.
Where AI helps
| Task | What AI does | What the planning lawyer does |
|---|---|---|
| Inventory | Extracts the rules per theme from all old plans: building height, use, parking | Checks completeness |
| Comparison | Shows where plans contradict each other or phrase the same thing differently | Chooses the new line |
| Draft rules | Drafts rules in the structure and terms of the new plan | Edits and checks legally |
| Consistency | Flags terms defined in two ways or references that do not resolve | Repairs |
| Residents’ questions | Answers “may I build a dormer here” from the rules in force, with the rule attached | Handles the doubtful cases |

Where it goes wrong
- An invented rule. A model that fills in a “probable” building height is more dangerous than one that stays silent. Every statement refers to an article; no source, no answer. See AI hallucinations.
- Map and text. Plan rules mean nothing without the location. AI reads text well and maps badly; link it to the geometry from the planning system instead of letting the model guess where a rule applies.
- Harmonising is policy. If two districts have different building heights, choosing one height is a political choice. AI shows the difference; the council decides.
- Versions. An answer to a resident must concern the rule in force at that moment. Work with the consolidated version and a date.
How werqly fits in
Plan rules are public, but initiatives and pre-application consultations are not: they contain names, addresses and business plans. With werqly the whole runs on a dedicated node, with the plan as a source for everyone and the files only for the relevant role. The audit log shows which rule version was used for which answer. Frequently asked questions
Questions on this topic
Can AI convert old zoning plans into the new plan?
AI can inventory the rules, compare them and draft rules in the new structure. Harmonising is a policy choice and adoption is for the council. Expect a big acceleration of the text work, not an automatic plan.
May a resident ask AI what they may do on their plot?
Yes, if the answer comes from the rules in force, the rule is attached and there is a clear route to an employee for doubtful cases. The answer is information, not a decision; that must be stated.
How long do Dutch municipalities have?
The temporary part of the environment plan must be converted by 1 January 2032. From then on no rules may remain in the temporary part.
How do you stop AI inventing a rule?
Let the model answer only from the supplied plan rules, with mandatory source references, and let it say “not found” when the rule is not there. Test that before go-live with questions whose answer you know.
